It seems to me that bullying has never been more prevalent. It also seems to me that people are falling over themselves to deny it's bullying and make out it's something quite normal - or even desirable.
No no, it's not bullying; no no, X is not a victim, X is not being unfairly treated. You're looking at it the wrong way, you're over-reacting.
Your boss is piling on the pressure, loading you with extra work? He's simply trying to get the job done, trying to improve productivity. The other boys are picking on you in the playground? Well, you're such an easy target, you won't make any effort to fit in.
And of course, the old chestnut - women get harassed and attacked by men not because men are uncivilised louts but because women ask for it. They dress provocatively, they're on their own, they're in a dodgy neighbourhood etc.
People are afraid of the bullies, reluctant to challenge them. Or they want to curry favour with them, because they're in a position of power. Or they really believe that toughness and arrogance get better results than kindness and sympathy.
But the more the bullying is justified, the worse it gets. The bullies get cocky, assuming they'll always get away with it. You only have to look at the British government, which gets more ruthless by the day.
All sorts of everyday phrases condone bullying. Constant talk of "tough decisions", "the age of austerity", "deterring scroungers and skivers", "the workshy". All excusing casual cruelty and victimisation.
"Do as you would be done by" has become a quaint old notion seldom heard outside the pulpit.

Rude and crude
It's still not possible for a woman to walk down a street confident her privacy will be respected and she will not at some point be intruded on and harassed by some unknown man who feels she owes him some attention.
Research by the organisation End Violence Against Women has found that 41% of London women under the age of 34 have been subjected to sexual harassment in the street, and a third have received unwanted sexual attention on trains and buses.
Will men ever get the message that women are not sexual playthings provided for their personal pleasure but are other human beings whose lives are their own and nobody else's? Answer - only if they come under a lot more pressure than they're exposed to at the moment.
As usual, reports on the research call for changed attitudes from just about everybody - councils, police, government, public transport staff. Everybody that is except the people actually causing the problem - men.
Where is the emphasis on teaching men to respect women and not invade their privacy? When are men going to be told firmly and forcefully, just stop harassing women. Stop it now. Or you'll be ostracised and isolated by the whole community.
But no, it's still women who're advised to change their behaviour to ward off harassment, as if they're the ones to blame. They should dress differently, avoid certain areas, not go out, take taxis, stay sober, not look too friendly.
Women are still seen as asking for it. When in reality it's men who're asking for it. Not even asking, assuming their male prerogative. Assuming their feudal entitlement. Assuming they're God's gift to women. Well, they're not. They're just predatory arseholes.

Asking for it
Okay, girls, as you know, men have helpfully informed you that if you wear certain clothes, and present yourself in a certain way, then obviously you're Asking For It. You're blatantly inviting attention in the Intimacy Department. So here's a handy guide to how to display yourselves to avoid any possible ambiguity and make it absolutely clear that you aren't in any way Flaunting Yourself. When going out and about, always make sure:
You have a crew cut.
You have nasty zits.
You have a nervous twitch.
You haven't washed for a week.
You have copious body hair.
You're wearing overalls and wellington boots.
You're picking your nose.
You're belching loudly.
You have a massive beer belly.
You're walking like a gorilla.
Then every man, even the most obtuse and moronic, will surely get the message.
However, the only downside is, you'll hate yourself.
The other alternative is to dress normally, deciding for yourself what you want to wear, generally something comfortable and attractive, and relying on What You Say and Common Sense to make your intentions clear.
Unfortunately this never works and sooner or later a man will again declare that you are Asking For It. It was the short skirt. Or the long skirt. Or the tight skirt. Or the loose skirt. Or the pencil skirt. Or the pink skirt. One of those. Damn, why are the rules so complicated?
And in case you're wondering, men themselves are never Asking For It. Men are just Going About Their Daily Business. Their dress and behaviour is of No Significance. Tight pants and bare chests imply nothing.
No, hang on, isn't it the other way round? Men are Always Asking For It. They think of nothing but sex. All their clothes have the same message. They just want to tear them off and get on with it.
No, that can't be right.
Funny, it all seemed so simple when that nice man at work was explaining it to me....
PS: Blinding insight. No wonder the dress code is so confusing, because it's a total red herring. What men are really saying is that being a woman is asking for it. The only way not to be asking for it is to be a man.
Next week: Why dressing in a certain way means you're dying for a cigarette

Slut Walking
A Toronto police constable who made an off-the-cuff remark about women who "dressed like sluts" must be mortified by the global notoriety he inspired, not to mention a whole new movement, Slut Walking. He's doubtless not the only cop to have said "women should avoid dressing like sluts in order not to be victimised" but unfortunately for PC Michael Sanguinetti his remarks were publicised by the law school students he was addressing and a worldwide furore broke out.
Angry women held a Slut Walk in Toronto, in which they dressed like "sluts" and said they were reclaiming the word as something jokey and inoffensive rather than a term of abuse and contempt.
They also criticised Sanguinetti for suggesting yet again that if women are attacked by men it's their fault, that the way some women dress or behave is supposedly "asking for it".
Now there have been similar rallies across Canada and the US, and others are planned in cities around the world.
I'm all in favour of the protests, and the idea of cleaning up the word "slut". But a surprising number of journalists and feminists are opposed, saying the word has such universally scathing and vicious overtones that it's beyond redemption and shouldn't be used at all.
That seems rather defeatist to me. Surely if enough people decontaminate the word, then it has to lose some of its negativity, in the same way that the word "gay" has been turned into a simple description (even though some people are trying hard to turn it back into an insult).
And the implications of the word "slut" are a great focus for debate on why women are attacked and why the victims are blamed rather than the attackers. Why does having a lot of sex or dressing in skimpy clothes make you a "slut"?
And why are women referred to in such aggressive terms as sluts, slags, slappers and tarts, when men who bed every woman in town are affectionately known as womanisers, seducers, or libertines?
Michael Sanguinetti has inadvertently done a great service to feminism by sparking such a passionate argument about this toxic word.
British Justice Minister Ken Clarke has started a similar furore by referring to "serious rape" as opposed to other types of rape. Not surprisingly, there was an immediate outcry that rape is serious whatever the circumstances.
